How to open the Certificate Templates console
Open the Certification Authority console Right-click the Certificate Templates folder and select Manage.

You may encounter the following error message: Usually, this just means that your certificate template has not been published. If you don’t know how to publish a certificate template, have a look at my other post here.
Open the Certification Authority Console Expand the CA. Right-click on Certificate Templates. Select New. Select Certificate Template to Issue. Select the certificate and click Ok.
IMPORTANT NOTE I If your .CER certificate contains a private key, you can only import it through the MMC console. Neither the certutil nor the Import-Certificate cmdlet keeps the private key during the import process.
